You can camp near base camp area and have to take permission from the GMVN authority as its not safe to camp alone there.

Best time is in winter, yes you can visit in October but best is during November to December Mid week.

For Kedarnath, you can directly go there and ask people around for a stay.
For Chopta as well, there are homestays there. Hotels are less since there is no network and they are hard to find online. There is this Moksha cafe for bikers just before Chopta.
