It depends on the location. Normally, if it snows heavily, the telecom is affected badly, no signals and internet for a day or 2. However, in some remote areas only BSNL will work, like the Lahual and Spiti Valley or Leh Ladakh. Kullu valley has a good reception of all Airtel, Voda,JIO . If you go beyond Manali, the reception will be gone once it snows. So, before going anywhere, call your hotel or home stay owner for a brief overview.

Nathula pass close , you will not get permit. approximately 10,000 rupees cost to cover full north Sikkim for one adult. cost depending on the few points like group / solo travelers or family , adults / old-age , then accommodation and food style eating. Let me share with you my trip plan - Gangtok, gurudongmar,LachenLachen,Lachung tsongmo lake, baba mandir and nathula pass starts with dinner and ends with dinner including hotel package tour . Day 1: IXB Airport / NJP Railway Station to Gangtok (Alt 5500Ft /1650M) 125kms in 4hrs Assistance at IXB Airport/ NJP railway station on arrival and drive to Gangtok. Gangtok is also a resting ground for people traveling to North Sikkim. Surrounded by Monasteries and Orchids, Gangtok is truly a traveler’s delight. Check in at Hotel. Evening is free at leisure. Overnight stay will be at Gangtok. Day 2: Excursion Trip to Tsongmo Lake + Baba Mandir Day excursion trip of Tsongmo Lake (12,400 ft.) & Baba Harbhajan Singh Memorial (13200 ft) 52 kms from Gangtok city. Tsongmo Lake freezes completely during the winter and is much revered by the locals. Then precede further 30 Kms in 1.5 hrs to Gurudongmar Lake. The Highest and the biggest fresh water lakes in Sikkim, and it is very close to Tibet Border. Back to hotel. After Lunch drive to Lachung. Arrive at Lachung. Overnight stay will be at Lachung. Day 5: Excursion trip to Yumthang and drive back to Gangtok. Morning excursion to Yumthang (Valley of Flowers) at 1200ft. It is a summer grazing ground of Yaks and winter playgrounds of Yetis.0 point will be extra point you have to pay extra to visit 0 point from yumthang valley. Back to Lachung. After lunch drive back to Gangtok. Overnight Day 6: Drop to XIB/NJP
As you are in Mandi so the perfect trek to start of is Parashar Lake. The trek is an easy one and the destination is beautiful. You can opt to stay near the lake and if you do the same in winters the lake would be frozen which is altogether a real beautiful sight. The other treks will include: 1. Bhrigu Lake Trek

It totally depends. Manali normally witnesses snowfall in the month of late December and after that but if you can make your visit to Rohtang Pass which you would in a normal trip to Manali you would see a lot of snow and in case you are lucky you may witness snowfall as well. And there is a high possiblility that rohtang pass is open during the dates you have mentioned.
I was there on New year for 7 days and couldn't experience it. So it all depends on the weather, keep checking Google for any rain showers at 0 degrees, it will probably snow in the night then.
The camel festival has been cancelled for this year. Plan it next year as it is an amazing event to be a part of. Pushkar along with Ajmer is one of the better winter trips.
