Hi. Have just been to West Sikkim. I would totally recommend not to try to cover both North and West Sikkim at one go. The reason being, it's going to get really get hectic unless you could spread your trip across 12-15 days and if you do that, then it's going to be really expensive. And yes share taxis are available but are infrequent and they ply only on select timings. So plan your travel accordingly. Also, if you are planning to leave in the next 1-2 months, I would recommend North Sikkim.

I did a trip to Darjeeling last year. I started from Kolkata during the night by train, got down at Jalpaiguri.
From there, try for shared taxi; it will not cost you much.
After reaching Darjeeling, there are many hostels in the city. I stayed in International Youth Hostel. It was nice.
Apart from this, have food in MG Road which will be cheap as well.
Hi!! Some great beach hotels in Goa would be in Candolim. The area is not only up class but also has a wide palette of beach hotels. One i stayed at was The Lemon Tree, Candolim. A beautiful hotel with interiors adorned with Portuguese relics and murals. What’s more interesting? Their staff is differently abled (dumb and deaf). It’s amazing to see the efficiency in their work and moreover the manners they greet you with. The breakfast options are top notch and Candolim beach is at a stones throw.
