Yes! Not a big issue. Himachal as compared to Uttarakhand is much safer during monsoons. But it also depends where do you plan to go. Places like Spiti or higher altitudes get a little risky.
You can try somewhere close to the mountains in either Himachal or Uttarakhan. My personal recommendation for a solo trip would be Mcleodganj and Dharamshala, the town has a very warm vibe.
