Hello.
Undoubtedly, Kedarkanth trek is one of the best winter trekking of India. It is moderate to steep and heavy snow fall can also make it a little bit difficult. But as a reward you be will be able to see some breathtaking Himalayan views. Some tips according to my experience are:
1. You should not be obese, Your BMI really matter, especially at high altitude. You can practice at home by walking 4-5 km daily before your trek begin. 2. Boost your stamina, by eating health food stuff. 3. You will going to face extreme skin dryness so don't forget to carry a cold cream and sun screen too, as sun rays quite sharp at high altitude. 3. Carry some candies and dry fruits with you. protein bar, chocolates are also good to reduce fatigue and weakness.
4. remain in group if possible.
5.Keep backpack light as much as possible, you should carry a light rain coat, your gadgets like mobile chargers, earphones, extra mobile, torch and shawl (it will protect you in harsh weather) .
6. Drinking water usually safe at high altitude, but you can carry your own bottle, don't drink too much water.
7. Follow and prefer footprints for safe trek, A stick is recommended to ease trekking, it will also protect against wild animals sometime.
Hi, Kishore! It completely depends on what you want to experience, how you wish to travel, and various other factors. In your question, it's not clear whether this budget is for one person or the couple. Yet, there are a number of places in India and abroad where you can go holidaying at this budget. In India, places like Shimla, Manali, Nainital, and northeastern destinations are great to enjoy a romantic holiday in the mountains. Rajasthan and Gujarat can be great destinations if you like to experience a bit of culture with romance. Goa, Kerala, Andaman, Pondicherry, and Lakshadweep are top destinations for couples who love beaches. Sri Lanka, Thailand, and Vietnam can be awesome choices for a romantic holiday if this excluding flights.
Besides, you can look for more budget friendly romantic holiday options at this link: https://www.tripoto.com/tour-packages

Try Zostel. Their hostel rates are very cheap. They do have their properties in most of the popular places and even in some off beat places. If snow fall and harsh winter wouldn't be a problem for you then you can try for Himalayan Regions where you will get great accommodation at rock bottom prices cause of winter.
