Wow! First of all Happy Journey.
A trip to Rishikesh differs from person to person. Many people visit Rishikesh to relax OR some may visit to do fun activities like river rafting or bunjee jumping. Foe budget stay, I would suggest to look up for a hostel( this can save expenses a lot).
For popular visits one must visit Ram jhula, Lakshman jhula, experience Ganga Arti in the ghat, visit beattle Ashram. One can also go to Neelkanth for a day trip.
For food, many local shops at there that serve good and tasty food. One can also experience campaigning in Rishikesh.
