Yeah it's completely safe. you can add Rishikesh in your trip as it's gonna be happening during holi time. Bike trip can be little risky if you hate ballons nd water otherwise it's gonna be great solo trip. but there is one con in your trip snowfall would be negligible. best of luck for that
