Sri Lanka is absolutely safe and is very beautiful :) I travelled to the island last summer and spent an over all of 30,000/- flights inclusive. Youve, got to book flights ahead to save cost, as the prices fluctuate like crazy! Staying and your local Sri Lanka expenses of food and maybe sightseeing are not worrisome at all. Happy travels ;)
Kheerganga used to be haven for trekkers and fun-mongers alive, mostly due to shopsa and dhabas that had conveniently sprung up to support the increasingly large crowds it had begun to attract. However, recently, the government of Himachal Pradesh has, due to valid environmental concerns, shut down illegal shops. Also, one has to now take prior permissions from the forest department before embarking on a trek. It is better that you go with organised groups who can arrange it (permits, accommodation, food, etc) for you rather than a solo sojourn.
