Kheerganga will be safe and nice during this time. From Chandigarh you can take bus or cab. till bhuntar in Kullu. from there Till kheerganga. I have put my journey in my profile you can go through it. the place is cheap though since u coming from mumbai. might be far but it's worth visiting.

Other than a blogger, there multiple other badges that you can get, like Globetrotter, Travel Guru for specific locations.
