It depends on the place you are visiting. If you are travelling solo, it will be bit difficult to find cheap accommodation. If you are travelling with friends, you can easily split the cost. In both Paro and Thimpu, you can find a double sharing room for 1200Rs. In Paro, I stayed in Phunsum hotel for 1200Rs(double sharing, so the effective price is 600 per night). Booking.com is a good place to find affordable rooms.

Hi Anuj, Chopta is open for trekking in winters. The whole region sees heavy snowfall during the winter season. Accomodations options are lesser during winters and the trek is a bit more difficult than other seasons. But Chopta looks most beautiful during winters. Have a look at these trips to get a better idea!

I would suggest don't. Since, it is really cold at that point. Best time to visit is between May - October.

In case it is snowing at the time, the concerned authorities do not issue any permits. However, if the roads are not blocked due to snowfall, then you can visit freely. So, accessibility depends on the snowfall conditions around the time.
