It's completely safe but you have to carry more layer as the temperature there is approx.-17 in December so just careful about your health other than I really recommend to go spiti during winter as it is less crowded and you can enjoy the white blanket view over the Spiti valley. Hey Rohan, Places for scuba diving in India for you as a student are :- If you stay somewhere in south, then head to pondicherry for doing scuba: the rates are upto 6500 per person here,but the reviews say its not that good to take scuba diving here. The other option would be obviously goa where the rates are from 3300 per person at grand island. The best as per the experiences is in netrani island in murudeshwar in karnataka, and the price is 6500 per person and its all worth of it as they say. I personally have had an amazing scuba diving experience in andamans in havelock jetty and i paid 3500 fro 25 minutes and believe me, that was the best exp of my andamans trip bro...
