You can try looking for a homestay in Maan village which is 10 km further from the Pangong Check Point. Do this at your own risk, no guarantee that the villagers will let you stay or not (there is just one campsite there called Pangong Sarai, but it is not budget accommodation). As for budget hotel goes- there are no hotels around Pangong Tso as settlement for outsiders is prohibited. You can stay in a tent at Spangmik which is the first campsite next to the lake. Tents will cost you around 1200-1500 per night.
It is advisable that you take a guide with you. Though if you are an experienced trekker, you might be able to find your way to the top (not without difficulty). You will need to carry tent, sleeping bag, food and all other necessities. There are no other accommodation options for this trek. You can rent these things from Manali. You will not find any shops for these after Solang.

I went to Pokhara this month but not Kathmandu. If you wish to visit Pokhara, there you will find number of adventurous activities to enjoy. Canyoning, paragliding, kayaking are some of the options. If you are looking for cheap stay, you can locate hostels which are clean enough only if you are comfortable in sharing space with strangers. Putting up in dormitory (hostels) would cost you around 400 per bed. And in Nepal not much currency issue would happen. In most of the places they do accept Indian Currency as well but they might exchange returns in Nepali rupees.

Pay a visit to M.G Road, U.B city mall, Watson Road and the HAL Museum. The area around Cubbon Park is very green and pretty. Avoid going to the Tipu Sultan fort, commercial street and other such places, you'll be wasting your time there.

It's supposed to open by the end of May but it's suggested that you contact BRO office or Taxi operators union office in Manali for the correct date. Hope this helps.
The passage is usually clear in June. This year, the taxi operator strike is the main concern. Hopefully things get resolved before June. Check news websites for an update before you go.
