I think you will be better off renting an apartment/sharing a flat like a local would. Airbnb is a good option, but you will end up paying a lot more for the same thing. Try facebook groups for short-term lets: https://www.facebook.com/groups/1062436830468609

The party happens once every month on full moon. Check the lunar calendar for dates, whenever you are going. October to Feb is the best time, weather-wise.
Flights will be biggest expense. So keep a lookout for good deals. Fly to cheapest airport possible - usually Rome, Paris or Prague, but not always. Skyscanner is good for knowing which is the cheapest place to fly to. Accomodation: Mix it up with a lot of couchsurfing (google it), which is free accommodation and often includes access to a kitchen which means you can make your own meals and save some money there. Hostels in many European cities can be India-cheap - as little as Rs. 700 for a bed. Most hostels also have some kind of a self-service kitchen. Hope that helps!
Hi Kanchan, the price seems to be fine considering you will be covering both sides (Manali-Leh/Leh-Srinagar). Since the cost of transportation in Ladakh is high, your trip should cost you nothing less than 30-40k unless you take your own vehicle.
If it's a group of 6-7 people and the transportation cost can be shared, it's better to plan on your own. If there are fewer people, the cost of transportation in Ladakh would increase your budget, almost to the same amount as mentioned.
There is no specific quota for agent in the IRCTC guidelines but the nexus between the IRCTC officials and the travel agents is no longer a secret and yes, during peak season they are the best people to get in touch with. During urgent situations you can get confirmed tickets by using the Current booking feature too. That's is something that not many travellers use and you can get these tickets 4 hours prior to departure.
