Personally saying you should avoid biking in April , if possible start in May. Roads are open from Shimla side via Narkanda. From Manali side Rohtang pass would be closed till mid of June(depends on BRO).
Thailand is affected what I have read from Google. I had plans for April but no idea what the situation would be. since the virus effect is starting to show in India. Right now one of my friend is in Thailand for deir holiday... but whether you shud continue or delay your plan is completely ur decision. check out reliable news from Health ministry and WHO.

You can board a train from Amritsar to either Moradabad or Rampur and then carry the onwards journey via road and nainital being a hilly terrain doesn't have a railway station of it's own. Moradabad to Nainital is approx 3.5 hours journey, whereas rampur to Nainital is approx 3 hours.
