Hey Kamalakar, Most travellers prefer visiting Tawang during summer as the weather is ideal then. People believe March, April, May, June, September and October to be the best months to go to Tawang. You could plan a visit in November, but be prepared for some frigid weather. You might experience snowfall too hence roads to some of the tourist attractions can get blocked. You can have a pleasure drive to manjoor ( outer Ooty) which is a village admist tea plantation and visit emrald lake, avalanche lake .you can even plan of visiting kotagiri which is a bit far but worth it

I would say... Nainital.... coz. The weather of nainital in January will be very fine for exploring the places. ... doing small treks. do visit the Rajbhawan , golf course,naina peek,tiffintop,snowview and enjoy the trolley ride too to enjoy the magnificent view of naini lake.
