Hi Akash, You can choose to stay at Zostel in Old Manali its cheap. There are only tuk-tuks in Manali. You can go to check-out Rohtang Pass there is a bus for that. You can visit Dharamshala, McLeod Ganj, Kangra, Spiti Valley, Tirthan Valley. All of these place in the North or best suitable for a peaceful experience.
Hi Ritesh, There is heavy snowfall in the month of February and though you can still trek, pre-arranged tents on the top might not be available as locals don't stay on top due to extreme weather conditions. You can enquire with Forest Rest house if you can book a stay with them. Keep exploring!
Its the best time to visit places high in the north, considering you will find settled snow with good weather. If you're looking to relax, then Kufri, Gulmarg, Ladakh, Spiti, Gangtok, Shillong are good options. If you want to go for treks then you can explore Roopkund, Stok Kangri, Tapovan.

The best budget stay I would say is the tent that are up there nearby Ski resort. Ski resort is good but a bit costly.
So last time when I went there I stayed in the tents. Also Auli is nearby about 15kms from Joshimath so you can get yourself a decent room there in the market area only
You can visit to Rajwada Historical Palace, Kamla Nehru Prani Sangrahalay if you have kids with you, Annapurna Temple, Khajrana Ganesh Temple, Krishna Pura Chhatri,Gommatagiri Digambar Jain Temple an Sirpur Lake which is now converted into a Bird Sanctuary.
