Both the cities are good to visit in mid December. if you planning for leisure trip then I would suggest Udaipur is best. The climate is pleasantly cool and the temperature remains comfortable. So that you can visit the monuments and nearby places of udaipur. While Kolkata is one of the most tourist friendly metropolitan city. Most of the people going there to celebrate Christmas & new year festival.

Try tot go for Gostops or any hotel in Paharganj(not in old delhi but pretty close). Search for hotels in Paharganj and u'll get it under 700rs per day. Gostops Dormitory will be cheaper.

It is better to fly to Varanasi kindly check the availability of flights. You need three days to spend in Varanasi. Here are some offbeat places nandeshwar ghat, Lolark gund, thulasi mandir and Durga temple. Stop by Chinese and Korean temple. You could plan a day travel to Khajuraho or Lucknow or Patna. Nalanda Chitrakoot and Satna are some nearby places to explore.
