From Goa Gokarna is 3 hours away. From Gokarna murdeshwar is 1 hour away. So totally you need 5 hours to cover both spots from Goa. Yes there are lot of transport centers who offer inter state self drive cars. You can check with Zoom cars. Also check with justdial.

As far as I know there is no sequence followed. When I travelled I first covered jyotirlingam accessible from my place of living. However will share the sequence see how it helps you plan your travel. First jyotirlingam is at Gujarath. Followed by Ujjain and Shivpuri in Madhya Pradesh. Then Srisailam in Andhra Pradesh, Parli in Maharashtra, followed by Kedarnath, Darukavanam in Gujarath, then Nasik, Pune, Rameshwaram in Tamilnadu, Aurangabad and Varanasi.

Sach Pass will be Closed during December. During First Week of December chances of Snow are very less. During last week of December more chances of Snow
UpvoteCommentTill October sach pass is open for summer prevails till October end. Then on starts winter closing the pass completely and then follows monsoon. You can plan travel to the pass now or next year July when the pass opens. Coming to your other question Dharamshala and Dalhousie both have snow in the month of December. It will be freezing where temperature drops too low. It is one such ideal time to view snow.
