Hi Anshul. Considering the level of security the govt is maintaining, it should be safe for tourists. However, it is better to let the place breathe and drop any plans to travel there, at least for now. Why risk your life? Less tourists/public will also help the authorities maintain peace and order under such tense times. There's a reason why airports and cities have been put on red alert.

Either you can hire cab from Leh, or take the state buses from Leh. Buses wont stop to get the view of confluence though. If you are fine with hitchhiking, then you would get lots of travelers/locals/bus driver.

Monsoon is not considered an ideal time to visit the place. There are heavy chances of landslides and you will find definite news on road blockages. The Kullu district receives moderate to heavy rainfall but a visit to this place during this time of the year will be a great feast for a person who loves to enjoy the natural beauty of the region along with the waterfalls, greenery and the romantic mist making the place livelier. It is not advisable to visit Kasol in July and the same goes for weather conditions at Kasol in August.
