October to December is the ideal time to visit Bhutan as the air is clear and fresh with sunny skies. January and February are colder, but from then until April the climate remains dry and pleasant and in late spring the famous rhododendrons bloom spectacularly, flooding the valleys with colour.

Risky to go in Monsoons, so avoid going in august and September. you can cover dudhsagar falls while on trip to Goa.. Its hardly 60km from panaji by road.

Udaipur is a better option. if you are starting from Delhi you can either go by car which will take you around 12 hours or you can opt for train which will be an overnight journey.
