Hi, There are many places. If want to select India then may be Manali, Shimla, Mussoorie, Nainital and other hill station nearby Delhi. Or you can choose Rajasthan. You can also select Mumbai, Lonavala, Goa. Outside India you can choose Singapore, Malaysia, Indonesia or SriLanla (Which is quite pocket friendly as well as beautiful). Flight or Bus.. There is a direct bus that goes to Leh from Delhi but it operates in summers(June to September) only, you may also take the HPTDC delux bus that leaves from Manali but even this service is there only for Two months mid July to mid September. In case you are visiting in winters then flight is the only option.
upvoteUpvotemessageComment
Best option is direct flight to leh. and from leh you can hire bike or taxi.

Hey Rohan, Places for scuba diving in India for you as a student are :- If you stay somewhere in south, then head to pondicherry for doing scuba: the rates are upto 6500 per person here, but the reviews say its not that good to take scuba diving here. The other option would be obviously goa where the rates are from 3300 per person at grand island. The best as per the experiences is in netrani island in murudeshwar in karnataka, and the price is 6500 per person and its all worth of it as they say. I personally have had an amazing scuba diving experience in andamans in havelock jetty and i paid 3500 fro 25 minutes and believe me, that was the best exp of my andamans trip bro... Select one of the above as per your convenience and have a great exp.... Happy Travelling Bro!!!
