Well depends on the flight you have booked.If you have booked any of the low cost airlines like easyjet,ryanair etc then yes they have limitations on baggage.They dont allow the 1*30kg or 1*23 kg check in baggage like regular airlines.
However if you book through regular airlines like KLM,Lufthansa,Czech Air,AlItalia,Air France then they should allow the regular flight baggage.Please check the baggage details before booking.
I travelled from Venice to Prague via Czech Air and it has 23kg check in baggage restriction per person.
The policies remain same for international or local. Any deviation from the said baggage allowance in the ticket will be charged. (+1 kg is acceptable)

As not many Indians normally visit Croatia you kay find it difficult to find tour packages from travels agency.. i guess you should plan it on your own for the best budget packages.. Accommodation can be searched on airbnb.. they are plenty of inexpensive apartments..
It depends from where you are. search for the local treks nearby. Don't directly jump towards famous himalayan treks. If you are from Maharashtra then you can try Sinhgad Fort ,Lohgad Fort , Koraigad Trek. ,Rajmachi Trek

I would suggest to look for some other Asian country like Bhutan,Nepal,Sri Lanka,Thailand.

If you are travelling from the month of April to July then please carry light cloths , it will hot Try to stay at Hampi village and be lighter on baggage try to visit ruins during sunset or sunrise

3. best time to visit the ruins is during the sunrise and sunset
4. explore the outskirts and village area
5. get audio guides
6. no real luxury hotels around close by
