Travelling via Dhaka is the best route between Kolkata and Agartala as it saves 70% of time and money. A recent inititaive has been taken by the governments of India and Bangladesh of starting a direct bus between Kolkata and Agartala going via Dhaka. If you want to go by your own car you need to have a visa prior to your travel. You can apply for visa at high commission or consulates in Agartala, Guwahati, Kolkata, Mumbai and Delhi. Secondly, I think you have to provide a security deposit at border which is quite high as compared to the actual price of the car.

A budget trip to KL is pretty much possible.
From not so expensive places to stay to cheap places to eat you will find it all.
Staying around the China Town area will help as a lot of cheap places to eat are around there.
You could also look at the main bus station as an option lots of options there too.
Having said that, depending on the budget you could even look at staying in the nicer parts close to the twin towers / Bukit Bintang Road as that is also reasonable.
