Kedarnath comes under Uttarkhand state surrounded by Mandakini river. It is listed under Chota char dham. The very meaning of Kedarnath is Lord of the field. Look Ankit, budget of any trip depends on the traveller. How the person want to travel?
If you have any place in mind to visit in North East India then do some research about that place . Like what are the things you want to do over there and for how long you want to travel.
Choose for public transport whenever and wherever possible.
You can do couch surfing or go for Hostels to stay.
Eat at local spots .This will help you save more in your pocket , also you will have the best food of that place. You can do hitchhiking too .

As I just completed my trip to this beautiful place so I believe I would be the best person to answer your question. As this place is at a very high altitude so please when you land in this city take at least 2 days of rest in Leh . In these 2 days you can do sight seeing in Leh itself.
