Firstly, it will be deserted. You can go if you want to see the beauty wrapped in snow but not many shops and people. During January, the temperature is lowest and thus the Kasolians (Israelis and French) fly to other parts like Goa and Varanasi and will return from March onwards. But Yeah you will get some really cheap tour packages for Kasol in January because tourist attraction is quite less these days.

Take a local to Dadar station. Outside Dadar, there are lots of share taxis that take you to LTT. Alternatively, you could take a direct cab to LTT as well but that might be expensive and time consuming.
