Both are in option. Best is you can travel to Himalayas as you get option but it's a bit far. So for the short trip you can travel Uttrakhand i.e weekend.

It depends on you. your accommodation, mode of transportation will basically vary on cost. If you are a budget traveler and can manage staying in hostel and transport by local transporter then 20k is enough.

Well it's depend upon u that which type of hotel property u r booking..if u r a budget traveler then u can save money by staying in hostel instead of costly hotels..and for 2pax I think its 60-70thousand rupees if u do a proper planning

No it's not closed for 2020 season. Precautions are mainly you need to carry very warm clothes including good pair of boots, first-aid kit, etc.

Expenditure is something that truly depends on you. How you travel. For a backpacker having 50k to 60k expenditure is enough. Focus on traveling as much locations as you can. Also, Try and book hostel. Nowadays there good quality hostels available. Flights:depends on multiple factors like 1.Direct flights 2. Frequency Try and find flights with one hop. There are cheap flights from Thailand. Thailand have many low cost carriers. You and regularly search Websites such as Kayak, skyscanner, wego and more...They will compare rates and will give good deals. Lastly, If you want to travel cheap please avoid peak season. So the places that you must visit are : Gardens By The way (See the light show), Sentosa, Visit the casino at marina bay sands(do carry your passport), Night safari (must visit really cool),Jurong bird park, River safari (the pandas are really cute), Clarky Quay (for some superb party scenes), Singapore flyer (for amazing view), the cable car, Pulau Ubin (for some fun cycling ), East coast park, Silosa beach, Botanic Garden, Wings of Time (best show ever), Esplande, Orchard road (some good shopping), Arab street , Little india (Mustafa for cheap shopping), Lau Pa Sat (street food). And if you have time you can take a ferry and visit either Bintan or Batam islands.
