I doubt, there is any perfect place in South India for witnessing the Milky Way. Having said that, i have partially seen it at Sharavathi Valley in early November and it was beautiful. Though it was not as clear as what one can see @Spiti and @Sarchu. Good Luck :)

At times the embassy rejects the visa application for no apparent reason. My greece visa got rejected in 2016 even when i submitted every thing . i reapplied with a covering letter and I was granted the visa .
So don't loose heart and re-apply.
