May to mid july is the best for bike riding from manali to ladakh .coz after july there is a chant of land sliding and heavy rainfall and before may road are closed due to snowfall. comming to budget .it will be covered under 55k_60k. bike rent are available at manali or also in ladakh.

You can cover Shillong and the Cherrapunji circuit. Leh circuit is also doable in a week. Else, Darjeeling and Gangtok have considerably cheaper tour packages right now due to the rains. That could be an option. Better still, the monsoons are good time to explore Delhi too. The days are generally cloudy and so you don't have to worry about the heat. You could see all the historical places, eat your way through Old Delhi or even catch some of the lightshows across town!

Hey Shree...Ladakh is closed from September mid to March. The roads will be closed. You can go to Rohtang pass from Manali Highway in October not beyond that.
