North east is full of greenery now, as monsoons are lashing and leaving greenery all around. Weather is cool though not cold, but you need to do a weather check before planning in north east.
As far as south India is considered, west that is Kerala Karnataka are under monsoon seasons. East both states are hot and sweaty for now. Ideal time to visit south is after September.
My choice would be go for north east now, based on weather check.

So I have visited Himachal Pradesh last year in the month of December and it was freezing 🥶 cold temperatures went to -15 mid night.
We were in Himachal Pradesh for around 10 days and during our stay in this magnificent place we went to Tosh, Kutla, Buddhaban, glacierpoint, Manali, Hampta. Even though we didn't trek hampta pass we went to the basepoint of the trek.
Tosh and Manali have a completely different vibe, personally speaking I liked tosh much more than Manali because it was far less crowded and the views were breathtaking as well.
There are lot of things to explore in Manali to, we went to Hidumbadevi temple, pine forests,hampta pass base point.
We celebrated newyear in Manali and chritsmas in Tosh. Overall it was a fantastic experience and I would love to trek to Tosh again.

Yes. There is a small trek and there are tea stalls and maggie stalls near the waterfall. You can sit with your legs in the water and have tea. it's a very good experience. there is a lot of unexplored hike above the waterfall.

Otherwise coastal side of Karnataka is too beautiful.
It is monsoon time in the month of September and October in Spiti, though not in full swing. Till august rains poured do cause havoc to the roads in September and October. You need to double check which route is safe. Water flow is seen in the road.
However both these months are ideal time to travel for you get to view after rain nature. So it is an ideal time to travel provided you keep checking about the routes, weather till the date of travel and then plan your journey.
Hi Pankkaj, Spiti is a dry cold desert area that sees close to no rain . Spiti even in the monsoon time sees almost no rain.
But to reach Spiti you have to pass the Kinnaur roads which are very highly see landslides during the monsoon. So before starting your trip please check the weather condition of the places you travel to reach Spiti or Kaza . It is safe to travel in Spiti even in the monsoon What you just need to take care is the way you will pass to reach Spiti.
