Cab - 12 days * Rs. 4000 (Indigo/Dzire) = 48000
Hotel - 12 days * Rs. 5000 (2 people) = 60000
Food - 12 days * Rs. 150 * 3 meals a day *2 people = 11000
Toll + Pandit Dakshina + Entry fees + Sundries = 5000
Doesn't include Flight cost to D.Dun/Doli/Khacchar/Heli to Kedar or Yamunotri (I'm assuming a trek). Plan for around 125k for 2 people at peak seasons with decent accommodation qualities, Dehradun to Dehradun As a comparison, it costs 99k per person to do a full chardham trip Dehradun to Dehradun via helicopter - if you don't care about the landscapes or the journey to the dhams itself, the heli package is perhaps worth it.
Ooty is a popular summer spot of South India. From Lucknow there are flights to chennai and from chennai you need to travel to Coimbatore and then take a bus up the hill. If you are lucky you might get a direct flight to Coimbatore. You need three days minimum to spend in Ooty. There are packages which range from 10k to 12k. Kindly check with MMT and Yatra. April would be Summer in many parts of Central and Southern India. Kashmir, Manali, Dehradun, Dharamshala etc would be great options. Or North-east - Sikkim, Manipur, Meghalaya would be ideal too.
Western Europe would be my recommendation given the situation. Italy is a great option - it will easily take 10days and you may not have covered all of it either.. Otherwise Belgium, France, Spain, Portugal..
